Very Random Startup still the same after new Hardware ???

OK its never really bothered me but i thought i would ask as i would have expected this Problem / thing to have gone

On my old PC i some times turn it on the fans spin for about a second then go off including the lights etc for about a second then comes on and will boot perfectly normally.

So i have now upgraded my mobo, ram, cpu, graphics card, psu, cd drive and it still does it WTF lol it never causes a issue but what on earth could this be ? the only thing i can think of is the case lol but surely not ?

Its odd it does not annoy me but i just want to know why
 
If it's an ASUS board I know that it is normal, they do some kind of check on boots, specially if you unplug it from the wall at night or so,

If you totally power it off and it's an ASUS board, then this is normal. If you're leaving it turned on at the wall you won't get this behaviour.
 
Maybe MSI are doing the same thing. I also have an Asus board and anytime I'm working inside it and have to power it off from the PSU or wall. It will do this. I never flick the switch on the wall or the back of the PSU so it doesn't bother me at all.

Are you doing this? Turning it off at the wall?
