Very slow internet page load times only on new pages.

Hi all

I`m visiting my father this week, his PC has a strange problem in the last two days that I can not manage to resolve.

PC is Win 7 64bit.
2500k 4.5
P8P67 Deluxe, BIOS 3602
16GB DDR3
GTX 1080

When opening chrome, the home page (youtube) takes about 40 seconds to load. The page is white and at the bottom left the status either "connecting..." or "establishing secure connection" for about 35 seconds, then the page loads. If you select another website, it takes another 40 seconds to load that page, but if you select youtube again, it loads youtube instantly. So only new pages take a long time. Closing the browser and opening again causes the same delays.
Once you are on any page, it works perfect, youtube videos have no buffering, swapping between pages within the website has no delays.
Kaspersky database wont update as it is stuck on "opening connection", in game purchases usually dont work, Steam often wont connect.
I tried IE but it has the same problem.
I ran speed test, download is 10Mb which is good for this area, ping is 50ms.
So the problem appears to be only on the initial connection to pages, and with other apps trying to connect.
The model it a Netgear84 ADSL/wireless router all in one, PC has ethernet cable to wireless router.
All wireless devices work perfectly (phones and tablets), no delay at all, so this is only a problem with the PC. I don`t have a wireless dongle to try to test the PC with wireless.
I changed his GFX card from a 1060 to a 1080 a few days before the problem started, I did have the motherboard out to clean up the dust and some cabling, but had no issues with putting it all back together.
I did update his BIOS from a very old version to the most recent (P8P67). After the GFX card and BIOS update, I am pretty sure everything worked fine, but I can`t say for certain, but I don`t know of any BIOS settings that could cause this.

What I have tried so far with no success....
Ran CC cleaner (scan and reg cleanup)
Ran Kaskersky full scan
Tried IE
Disabled AV software
Disabled overclock (2500k at 4.5)
Removed phone from ADSL filter.
Ran Chrome incognito mode
Swapped the cable location to other ethernet port on PC and router.
Checked for any programs using up system resources.


So, anybody any ideas why opening new pages take for ever, but once in the page it works perfectly?

Just tried it with settings 8.8.8.8, 8.8.4.4, no change though.

I do notice in the Network connections page, the active connection is Local area connection 2 Realtek PCI, there are 2 other connections with red crosses (unplugged(, local area connection, Intel Gigabit Network and Kaspersky security data escort. I`m not so good at network problems so trying to point out anything that might be wrong here!

What do you mean by another device?

I ordered a WiFi dongle, can test it Saturday, you never know! Trying to fix this before I leave on Sunday.
 
Also, hitting F12 in Chrome will show the console. The Network tab in there will show times taken for each page request, it can be a useful diagnostic.

Another standard approach is to boot into a Linux Live environment for testing. It's a good way to check whether it's a hardware of software issue.
 
Is your ISP using transparent proxies? That sounds like it might be an overloaded cache or cache miss behaviour.

Also try accessing some of those sites via their IP address to see if you can discount DNS lookups.
 
Tried safe mode, no change.
Transparent proxies, sorry, no idea what that means.
Also not sure how to access a website by it`s IP alone.

Here is a pic of the F12 on first access to youtube after a fresh boot. It took about 20 seconds to load the page, half the time from yesterday.

After some testing using F12, I see that the F12 page is blank during the long load, Chrome status is connecting or establishing secure connection. Once the page loads, the info you see on F12 page pops up. If I then switch between pages the load instantly, it`s the same info that appears in F12, it`s not as if there are less errors on pages that appear instantly. So I don`t think the F12 helps so much in this case?

Only other info I have is that all wifi devices work apart from an old Ipad. My windows phone, wifes iPhone, or newish ipad work perfect, my mums ancient ipad 2 that worked fine, but was always slow, will not access many pages.
 
I have disabled / paused the protection, didn`t help, although I am tempted to uninstall it to see. KS seems to get top reviews but it does seem such a large and over complicated program, maybe uninstall and try something more basic or free.
 
will try another cable, will have another router and a WiFi dongle on Saturday to test.

put bitdefender on, but can't update it as it wont connect.
 
If you're using F12 in Chrome select the Network tab and you'll be able to see the time taken for each request. You have the Elements tab selected and that isn't going to tell you much.
