Video playback issues

Hi guys I'm not sure where this should really be posted so apologies if I picked the wrong category.

I'm having issues when playing back videos on my PC. I'm not really sure the right terms to use to describe it so apologies if this isn't very concise. I get what I can only think to describe as a horizontal break / band on the screen. So the top 90% or so of the video will look fine there is then about a 10% portion below this that almost seems out of synch with the top half and maybe a little bit distorted. This sometimes varies and may be a smaller portion that is affected maybe about 5% of the bottom portion of the screen. It doesn't do this all the way through the film but seems intermittent it seems most likely to do it when there is any panning or sideways movement.

I don't know if the size of the video / bit rate is an issue as it seems to affect higher res movies the most I've recently ripped a number of blurays and played back the uncompressed m2ts files and these seem the worst. I've tried to research the problem myself but have struggled not knowing the technical term to search for. I thought it might be something to do with the refresh rates on the monitor but when I try to set the rates different the setting seems to refuse to save. Default is 60hz but I try to set to 50 and when I go back to settings it has reset to 60.

Its definitely not the video card as I had a 5770 which did it and have recently upgraded to a 6970 and same problem. Its not the monitor because I have a 23" Acer monitor using a vga connection and a Sony 32" hooked up using hdmi and it does it on both.

Any help would be very much appreciated it as I've now got a lovely widescreen TV and video collection and this issue is really spoiling it :(
 
What are your PC specs etc and what are using for playback? Have you tried reinstalling your video card drivers, trying a different player etc?
 
I have an i7 920, in a Gigabyte GA-X58A-UD7 with 6 Gig Corsair XMS3 triple channel memory. Im running Win 7 64bit ultimate off an SSD with my meida stored on a 2TB 5400 RPM disk. I have an XFX ATI 6970.

I have installed the latest video drivers and I've tried playback in VLC and Media Centre Classic both of which I've downloaded the latest versions. I've read I might need other codecs or something but I don't know what as VLC supposedly plays anything.
