Oh LOL I use Virgin Media ...always have....and I get up to nearly 8 Megs when downloading some files....I have never set up port forwarding n so on.....although I do have unlimited downloads and a Fibre Optic Connection

Actually if you read what he posted ...he said he rang them and they ( Virgin Media ) told him he had gone over his download limit, thats why hes speeds were slowerit's not about unlimited downloads. you can download as much as you want but you will still be throttled for downloading too much at certain times. Everything, even their 100Mb service from VM has traffic management.
As for the issue with uTorrent, I think it's most likely wrong configuration rather than an issue due to VM.

every 1 has download limits at peak times its their new fair usage policy. its summing like more than 5GB downloaded between 5pm and 9 pm week days and 12 til 00 weekends.
They throttle your p2p speeds and normal internet gets 50% throttle.
