In some areas Virgin is just massively oversubscribed. it's especially noticeable in Student towns and cities. Every September connections go to pot as thousands of students sign up to Virgin for the speeds and constantly run 'Linux Distros' through it. if you don't live in a college or Uni town usually it's OK.
