This may not be possible, but heres hoping.

Could I stick linux on a VM and have the VM output to another monitor, with a seperate keyboard and mouse too? Now that I finally have a CPU with VT-x I don't see the point in dual booting.
 
I suppose you could (if your graphics card supports dual screens) hook up a second monitor and drag your VM onto it, and then run it fullscreen. Sounds analogous to what you're requesting.

The use case is obvious, he doesn't want to reboot between playing games (on the windows host) and doing work (on the linux guest). I had the exact same setup when I gamed more. :p

In any event, I haven't tried it and I think having two mice and keyboards is stupid unless you're actually trying to dual seat, but here you are:

Or he could just alt tab out of the game session and expose the desktop beneath or simply run the game windowed?

Then recapture his mouse in the VM window

It's hard to answer without actually knowing the OP's GPU and monitor setup.

I find it easier to manage by switching my gaming rig down to 2 monitors and running my linux install, from a seperate machine, on the third. It's just a personal preference :)

I already said I think it's silly unless you're looking to let someone else browse on your PC whilst you're playing games, etc. It's actually a fairly good idea to save some pennies is thats what he's trying to do.
