You need points to untick the options as well as tick them. So as soon as you can, untick all of them except sneezing and keep increasing the options on the right. I think increasing the incubation period early is the key to spreading it earlier. The moment all areas are infected you should be able to max the lethality with all the points you've accumulated then just keep clicking go until everyones dead.

You do know that if you keep pressing Go on the virus screen, it won't update? You have to click Back and then reopen the virus screen for the points to appear.
