It's telling me in CPU Z i have 4gb installed, and only 3gb in bios and 3gb in windows any ideas?

have you got the latest bios updated on your motherboard?

Go into your bios and find "North Bridge Chipset Configuration" enter it then look for "memory remap" and enable it or disable it.One of the two will fix your problem.
