It most certainly is not.
OEM licences have never been locked to 32 or 64 bit, although media isn't readily avaliable through consumer channels.

Also on that page there should be a link to a guide on how to make it a bootable disk, which i will hopefully do tonight (accidentlly went up pub last night). Straight forward though, turn the files into an .ISO image, then burn it to a DVD.
Going to buy a second copy for my dad so don't know why i bothered anyway heh.

Note that the downloaded 64-bit Vista code can be activated with retail product key. For OEM edition of Vista product key, which printed on a COA sticker on your laptop, notebook or desktop computer from brands such as Acer, Asus, HP, Lenovo, Fujitsu, Toshiba, Sony, Dell, LG and etc, usually only 32-bit or 64-bit Vista is provided on request. You will need to contact the manufacturer for conversion from 32-bit to 64-bit Vista, although the chance to get any help is slim."
That's saying if you bought a laptop that came with vista 32-bit, that's all you'll get, they won't send you a 64-bit for free. All vista software is exactly the same, let me just point out why OEM is so cheap and what the difference is:
OEM = No Microsoft support, motherboard tied key.
It's one used, it's tied to the motherboard, retail can be used several times, hence is more expensive, requiring you to buy it again when you upgrade your PC.
The keys are the same, the software is the same, only variation is between: Premium, Business, Ultimate,etc.

There's no such thing as Vista OEM and retail by the way, just to end what seems to be global confusion. They are the same. I can install my OEM vista on every PC in my town, contains exact same files as retail, including the downloadable version.
Just got a different key is all, that when activated is tied to the motherboard. If my mate has vista home premium retail 64-bit, i could use that and my key would work, provided it hadn't previously been activated.
Also, a OEM key, such as home premium like mine, will work on a retail installation, such as home premium, as like you rightly said, the software is exactly the same.
