Vista Control Panel empty

Has anyone come across the problem with the Control Panel being empty in vista?

Home Basic 32bit with SP2 installed. All services are set to default.. Cant seem to get this resolved at all.

The latest updates are all in place. Funny thing is, it opens up on 2nd attempt after explorer restarts.

RESOLVED

Issue is down to a dodgy control panel extension - had to go throught every one until I found the one that would not run. Turns out it was the Dell Wireless Configuration.
