CPU Running constant 50% on LAN

I have a Intel Dual Core 930 3Ghz cpu and Vista recognizes it as a dual core 3ghz @ 1.50

The cpu meter in the sidebar is sat on 50% when on idle instead of 0%.

Any ideas as to why this is?????????

Edit: I just checked my LAN and its running at 50% in the process manager????

Can Anyone Help?

Maybe its showing 1.5 because the speed is turned down while not doing much :) (speedstep)

get CPUz then see what the clock is :D then do something that uses the cpu and see if it turns up ;)

Like my laptop is C2D 2ghz, it drops to 1ghz when not fully in use
