Vista Doesnt Shutdown

Everytime I shutdown it goes to the windows is shutting down screen but it stays on for about 5-10 minutes then goes to a blue screen with random information and starts booting up and asks if i want to start in safe mode. This happened to me last week and i did a system restore to rectify the problem and it did, but now its back and I cant understand why. I have a 64bit OEM version of Vista, its a new build PC of about 3 weeks old.

Could be that something isnt shutting off when it should. Happened to me, for me it was bluetooth that was being a stubbon bast, had to disable it till new drivers were out which solved it.
 
ok i managed to get the error it says DRIVER_POWER_STATE_FAILURE

It does have a more detailed type error involving lots of 000's if u need that i shal post it.
