In Windows it means not using either standby or hibernation, so basically starting up from having powered off or using Windows "restart" option in the "Turn Off Computer" / "Logoff" dialog box.

I was making the point that the OS shouldn't need a clean boot.

In linux if you want a fast startup, you suspend the system to disk.

Not sure why this is being "sold" as a motherboard feature. This is something that could be done via a program or script in windows. Execute a reboot and on bringing Windows backup - put the machine into sleep mode.
