Well that's obvious isn't it, that's how it's a 'clean boot'. It shutsdown wiping the memory, then it restarts the computer puting it into a usable mode and then puts it to sleep, so when you go to start up your computer the next time it's ready to go in a matter of second.

Not sure why this is being "sold" as a motherboard feature. This is something that could be done via a program or script in windows. Execute a reboot and on bringing Windows backup - put the machine into sleep mode.
