Vista Install Problems

Trying to install Vista and I get this message

"This computer's hardware may not support booting to this disk. Ensure that the disk's controller is enabled in the computer's BIOS menu"

followed by this error code 0x80300002

I've updated the bios of the mobo and still get this error. It wont let me format the hdd as its brand new (according to OC)
 
Remove one 2gb stick and try again.

Vista can have problems installing with 4gb. Once it's installed you can put the stick back in.
 
tried that, tried removing soundcard, tried installing xp. nothing. wont let me create a partition in either OS boot menu. OC ASSURED me this was a new HDD after replacing my mobo and hdd earlier today. It wont let me set a partition or reformat.
