I am thinking about buying Vista Ultimate know that most of the driver problems have been sorted and that there are quite a few DX10 games out there know. Not to keen on the performance hit but I guess I'll just have to grin and bear it.

But how many installs do I get on the OEM version, because as I understand it it is tied to your motherboard and like most of you I tend to upgrade quite regularly and don't want to have to shell out £111 every time.

Reinstall it as many times as you like on the same machine. You can upgrade anything you like in the machine with the exception of the motherboard. Replacing the motherboard under warranty due to failure is allowed. If you expect to upgrade you motherboard or buy a new machine on a regular basis consider a retail upgrade version (assuming you already have XP).

Just buy yourself Retail Home or Retail Home Premium.
I can say almost certainly these OS's will still provide you with all the features you require and it will also last you the life of the OS as you can simply transfer the license from machine to machine.

Retail Ultimate is a lot of money, it too can be transferred and will last the lifetime of the OS.
However the cost means not everyone can afford it.
Work out your budget and then buy around it - way of the world really.
