Vista Ultimate- Unable to access folder

Hi all,
I;m running Vista ultimate, only installed it a couple of days ago and compared to XP it's acting a little strangely. For example, via win exploer I try to open the folder /peter/local settings as I want to empty the temp file folder in there. On trying to access this folder an error message appears which states
C:\users\peter\local settings is not accessable ...access is denied.

I'm logged in as administrator...how do I overcome this?

It's probably because it isn't pointing to a real location, rather a 'junction' or whatever it's called. You can see this from the arrow on the icon.
Essentially what this means is that the folder you are trying to access doesn't exist. It's simply a routing mechanism for legacy software which tries to access/store files there.
You can overcome this by finding out what the real location is and going there directly. E.g. a lot of programs seem to use C:\Users\<username>\AppData\Roaming.

Personally I don't see why they couldn't have coded Windows to automatically take you to the relevant location when trying to access a junction, but there you go.
