VM have started it already!

Traffic shaping has been in place for months.

Edit: Well, rate limiting when you go over a certain threshold.
 
This is the revised version :)

I think they suggested that the roll out would be completed by 2008.

Oh and according to VM it's Traffic Management, not shaping ;)
