Virgin Media have been dropping a lot of their private peering arrangements of recent, IIRC anyone not pushing enough peering traffic to warrant a 10Gbit PNI was dropped and forced to use LINX to peer with them and unfortunately Virgins LINX ports are *massively* congested as they have far less capacity at LINX than other similarly sized consumer ISP's
