What is wrong with my volume? Which is it really outputting? When i go on some games i swear there whispering i cannot turn the volume any higher than it lets me either and game volumes max.. works great on 3.5mm output but on laptop speakers this is all i get

I can't really understand your question, but I'm guessing you are saying that, your laptop speakers do not output at maximum volume?

I'd suggest if your headphone socket on the same sound card can do, then you laptop speakers are blown.
 
Odd.
Control panel > Sound > playback
Select the speakers, press configure, set it to stereo, hit next, *select full range*,hit next.
Then try properties for the speakers, turn off all the enhancements etc, make sure levels are at 100%.

Other than that maybe there's a power saving setting for them?
