Windows has a habit of doing updates even when you thought you'd locked everything down which is a pain if your 3000 miles away.
A PI also has fairly trivial power usage, plenty of guides about.
WireGuard will be much easier to set up than OpenVPN. It's wasteful in terms of horsepower and electricity to run an old system just as a VPN host. If you can run Docker, do that. If not, a Raspberry Pi or virtual machine on any existing device will do just as well. Look at PiVPN for point and click setup. Despite the name, it can run on any Debian install, not just on a Pi.
