VRR causing video flickering?

I have MSI MAG 321UP OLED.

I'm trying to watch streaming video in a browser and if I put a video fullscreen and open up the OSD you can see the display refresh freaking out but if I come out of fullscreen video the refresh locks at 165hz.

I tried disabling VRR in Windows graphics settings but its still doing it?

Odd. What if you disable VRR / adaptive sync from the monitors OSD instead?

If I turn off adaptive sync on the monitor it stops with fullscreen video.
