I have MSI MAG 321UP OLED.

I'm trying to watch streaming video in a browser and if I put a video fullscreen and open up the OSD you can see the display refresh freaking out but if I come out of fullscreen video the refresh locks at 165hz.

I tried disabling VRR in Windows graphics settings but its still doing it?

If I turn off adaptive sync on the monitor it stops with fullscreen video.
Ok so that does suggest it’s caused by VRR. not sure why a full screen video would cause that unless it’s causing your GPU to think it’s a full screen game. Not something I’ve really looked into before, perhaps there’s some settings to avoid a video being detected in that way

I know this is a bit of a necro, but did you ever sort this out?

I'm having similar issues with games. I figured if I can get the fps up to around 120 it will stop - but I don't want to play everything on low settings. Also, disabling GSYNC will fix it - but I don't wanna do that.

Just to add I have similar. The refresh rate whilst in Windows according to my monitor OSD is jumping around. When I disable adaptive sync, it locks to the Hz I have set. 120, 144, etc. At the moment, I have left adaptive sync turned off when not gaming. Maybes it is just an issue when the OSD is overlaid on screen. Not sure.
