VW clutch problem

I am driving a vw polo 1.4 (until I can afford a bigger car ins.).

On my way home tonight I found near impossible to engage the car into any gear. It seems that the clutch peddle just stays down when I lift off of it. I got quoted £190 to replace the clutch by a local mechanic- is that a good deal? And also is this problem a symptom of a broke clutch?

clutch cable - 20/30 quid if you do it yourself.. if not a fair whack more
