You're all going way OTT. All you need to do is disassemble the power bar, drill 2 holes in the back, screw 2 screws into the back of the desk and hook it over. That's how you would normally fix a power bar if it had the holes in the first place. It's also easily removable.

Alternatively there's always our old friend Mr. Glue.

All you need is some gaffer tape! Since it's on the back of the desk no-one will see it, just gaffer tape it onto the back

Halford 6mm numberplate tape/sticky foam = win tbh. That holds stuff like sticky stuff to a blanket
