wanitng to creat win98 usb boot disk got problems

have windows 10 and wanting to update bios using dos as that's the only way I can flahs what I am wanting to do ( modded bios ).
I have download the hp usb boot tool but it refuses to format the disk although during the process it does mess the usb disk up and need to use recovery tools to fix the usb drive because of mbr been incorrect.

can anyone sudgest a way to make a usb win 98 boot disk in windows 10 as I am all out of answers and cant seem to find the information I am looking for

Have tried rufus and it does create a what looks like a usb boot disk all files are visible. But it only creates a 1.3mb image on the 4gb usb stick and it won't boot . Just gives the error insert valid boot media and press enter.

Tried various options and images of 98 boot iso's but still haveing no joy at all. Don't know what I am missing. I know I ha e crested one before on win 8.1 with hp tool I am sure maybe win 7 can't remember . U know I have managed to do it before 1 or 2 years back lol.

And still no joy can't get the virtual box thing can't get it to bopt from cd image even when selecting the image as cd rom drive.

Do you have another computer to run these tests from? Could be something wrong with the PC?
 
I managed to get windows 98 installed on virtualbox but when I ask it to create a boot disk it wants to make a floppy boot disk and I don't have a floppy drive lol. Still stuck this is getting stupid . As far as I know windows 10 must have changed a lot of things and won't even let u make a boot disk . Which is wrong I wsnt software I can use filly not be limited by company's who want to go there direction. I wsnt to use software going my direction that's what I pay company's good money for to be able to do the things I want to do lol.

My dad made me a boot disk but that does not work either . Have altered every boot option in bios to reflect legacy devices but still no go.
 
Have managed to install windows 7 and it's creating a usb win98 boot stick now. Although I did uncheck quick format as it still threw the same error . Makes me think that was the problem. I need to uncheck quick format lol.
Will find out soon, once it's formatted .
 
Have managed to create a win98 usb boot stick with hp utility and windows 7 in virtualbox. Unchecking quick format did not work under Windows 10 . So anyone needing to make a boot disk needs virtualbox and windows 7 with hp utility . Obviously after installing virtualBic additions for usb functionality.

Or you just use Rufus. =)

Works fine for me.
