Water cooling 5800X

Noob here. I've got a 5800X and 3060Ti and planning to get RGB ram. Are there any water coolers I can use for the CPU which will still allow visibility with a NR200 with tempered glass?

I assume you're talking about getting an AIO rather than going for a custom loop. Any 240/280/360mm radiator AIO is going to allow you to show off your RGB memory, the block will literally just cover the CPU socket.

Looking at the NR200 case you might be pretty space constrained for radiators, I personally always use radiators for exhausts so you're not filling your case with warm air so I'd be tempted to put it at the top as an exhaust.

As much as slick custom loops look, it's out of my budget and technical know how.

Aios don't require maintenance right? What's a good one for about £70?

Correct, they're maintenance free.
(until wearing down and failing)

Not much of good ones at that price level.
Arctic Freezer II is only one truly capable and beating most others in continuous cooling per noise.
Though with very small space inside case that thick radiator migth cause issues.
Even for 120mm radiator.
That case simply wasn't designed for actually beefy radiators.
