water cooling - lowest temp

hey guys, i'm not in any financial position to purchase anything yet but what is the lowest water cooling can go?


i can understand that triple fan radiators are better than single but surely they can't cool lower than 22'C or what ever the average room temp. is


without using phase changing and having to rob a bank to afford it is there any way to make water cooling cooler ?

i suppose its possible to take apart an old fridge or something and use the cooling element to chill water in the system.

although noise would be of an issue
