You can but it's not recommended as the pump relies on the water to lubricate it, you can easily damage the pump beyond repair if it runs dry.
 
Would chemically pure H2O still be conductive ?

deionised / reverse osmosis water @ 0.03ppm = 18 megohms (essentially open circuit)

Hospital grade intravenous drip bag solution is typically @ 0.01ppm (you don't want bugs in your body now do you) so should be even higher ohms.
 
Most 'water' solutions are conductive except some real expensive stuff that Nasa have. Some options are less conductive than others but I wouldn't want any dripping on my components!
 
If u guys are looking for the purest form of water, you should be able to purchase stuff called soiling solution. Its the stuff that didnt pass the test for drip bags and is used to clean off open wounds on an accident victims. Should be able to organise through a pharmacy and is probably not too expensive. Should be less than 0.03ppm, so less contaminants to aid corrosion.
