Watercooled CPU + GPU - which should I get stable first?

So I uhm and ahhed and thought this would be the more suitable place to ask this question.

I had my 4670K overclocked to 4.7GHz on my watercooling setup in my build project, but have now added 7990. Not sure if the thermals are affecting the stability now because that 7990 is dumping a lot of heat into the loop.

Should I restabilise the CPU overclock first and then overclock the GPU? Not sure how to get the balance with both the GPU + CPU on the same loop.

Depends what you need. I don't think you'll run into unstability based on temps on watercooling anyway, so the stability must come from voltages.

Start with CPU and then overclock the GPU, even though GPU is more important for gaming.
