A little more info would be useful, we're not magic here!

What case, are you maxing out the fans, what rad are you running, have you checked flowrate etc etc.
Have you tried any troubleshooting steps yourself so far?
When you say thermal throttling, how far are the clocks going down?
What load does it take to get the cpu to throttle, is it doing it at idle?
Have you tried re-mounting it?

how does the 7800x3d have the same issue if it pulls half the power?

Heat is the problem not power(yes power make heat)... both chips use power in different ways so both run hot.. and need to be undervolted / Curv Optimised to really stretch there legs.
Yes the AMD as less of a problem but its not just a plug and play option.

my little 5800x gams at 91c with custom water as default setting. and thats only 105w

I run the same cpu with a artic freezer 2 420mm aio I've also installed a thermaltake contact frame, the main problem I found with this cpu is at stock setting it gets a stupid amount of core volt so I decided to sort it, I'm running the p cores at 5.5ghz e cores at 4.2ghz with 1.24v with idle temps at around 24c and gaming temps 38c odd.
