Does anybody know how to create WAVE files?

I want to change the start up sound in Windows 7. It is not as easy as it sounds and not simply done by going to sound and changing the sound scheme. For some reason Microsoft does not want you to change the start up sound. To change the sound involves a bit of OS hacking and replacing the Microsoft sound with your own. However the file you use has to be a WAVE file and not just a WAV file.

Anybody any ideas how to crete a WAVE file? My Google skills are failing me on this one.

Look under FREE Video & Audio Conversion Software. OR Download it all, and yes a .wav is a wave file. It makes no difference, sure you don't mean WMA? (Windows Media Audio)
 
It might use a raw wave file (different to a .wav) but its been a long time since I played with stuff like that.

I am showing my lack of knowledge here lol. According to the guides I have read on the net when changing the windows 7 start up sound it states you have to have a WAVE file and not a WAV file.
