WD has a NAND production accident,prices to rise?

NAND supply will "tighten" at a time of oversupply. Samsung had a power cut last year too.

That article seems a bit alarmist, maybe I'm not in the know but how can a power cut "damage" the production tools and other equipment, or rather how can equipment so sensitive not be run with a UPS and some sort of rapid shutdown "just in case" something like this happens?
