Most editors will do code completion, although with most you have to press a key or combination to get it to fire. Auto, unless configurable can get in the way sometimes.

There is the XBRACETS LITE plugin that automatically adds the end bracket for you and puts focus between the 2.

There is also one for HTML tags but the name escapes me at the moment and I don't have it installed on this machine.

EDIT : It's TextFX but it only works in HTML files, doesn't close HTML tags in a PHP file
