Website making pp

I don't have dreamweaver or indesign because I cant afford it and was wondering if there were any free programs for making a website (not host it just create a prototype offline)
I remember my friend making one in publisher years ago? has this improved at all?

Not even close. Visual web developer is part of the visual studio suite, I haven't used it but I would expect it to be excellent like the rest of Visual Studio.

Visual Web Developer is great.

It's basically the Visual Studio environment but used for creating ASP.net web applications or services using VB or C#.

It seems to be a slightly more polished version of gphpedit, which is also pretty cool.

In Linux I tend to use emacs.
