Because once do have done the legal side, the ceremony and reception side then you can do as you wish, you can have it outside (the law in England and Wales forbid outdoor weddings in general, the ones that has the licence to do so, you still HAVE to have it under some kind of roof, be it a bike shed so to speak), and don't need to do the legal work as its already been done, the person playing the registrar is normally a friend, with no requirement of permits or qualifications. It gives you flexibility.
And also you can't exactly fit 300 people to a registry either.
The big one is for the extended family as a celebration and the small one in a way is just the paperwork for some couples.
