weird glow/shadow in graphics

playing oblivion recently formated and now i have this weird glow/shadow round everything in the game

look at houses and trees have glow/shadow round them

Do you know if it happens in any other games? We might be able to pinpoint whether its the game or not

its just this game, just played again and all the stone textures are gold or silver and i lose about 30fps.?

Use driver cleaner to remove your current drivers then install the latest version.
