Weird GPO related program at logon issue

Ok. We have implemented some GPOs on an OU and blocked inheritance on all other GPOs except two that are enforced.

Now, doing RSoP and checking through all the policies yields nothing in the way of concern or hints at any setting that should load a program at startup. However, whenever a user logs on, IE opens....

There's nothing in the startup folder and nothing in any of the reg entries I would associate with Run, and the forced GPOs don't list any logon / run settings either....

I am confident it's machine related (rather than user) because it does it with my admin account which sits outside of the OU that the GPOs are applied to and it doesn't happen to any other machine on the network (in other OUs).

Totally weird. Any ideas?
 
Pretty sure I've worked it out, but can't confirm yet:

For testing, this is Windows 8.1 Ent with the 90 day eval. We need 8.1 Ent as you can't customise the start menu through GPO on Win 8.1 Pro.

Anyway, I built this machine yesterday, although it is domain joined. Something else odd was happening whereby roughly every hour the machine would shutdown. I remember this being a behaviour of machines that had gone beyond their eval days and sure enough, this machine (although only a day old) is showing as expired.

At this stage, whilst I await a full 8.1 Ent key, I have to assume that this IE windows is some way related.
