Weird problem with TF2

Got a 27' monitor two days ago and for some reason TF2 don't render fullscreen on it. It starts up in a windowed mode where it shows the Valve startup bits before freezing with just sound playing. Like this.

I tried the 'fullscreen' in Launch options but it still doesn't work. Also done 'Alt+Enter' but still nothing. All my other Valve games and all other Steam games work fine. Any ideas?

Just want to add that after the 'powered by source' screen, it turns black with just sound still playing.

I would delete all the configs for TF2 and you can reset the display settings

That as easy as deleting the config file? Done so anyway. Still same issue. How would I manually set the display settings?

Obviously you have reset the cache and deleted some of your launch options?

I have yes. Still does it. I'm reinstalling now. Almost done.
