Find all the shoes you can. I'm talking an apocalyptic amount of shoes, enough to make the room look like a shoe ball-pit. Then see how he likes that shoe distribution.

Its most likely just the location where he changed the shoes and didnt put much thought in to the storage location. I would move the shoes to his bike location and if he persists, keep moving the shoes. You can move them with your foot, make sure too keep them upright though or he might think they were kicked.

Print out the picture in the op and stick to the wall under your desired storage location for his shoes. Make sure to include an arrow pointing at the shoes on the page.

You should leave a really sarcastic and passive-aggressive note in one of the shoes. It's what most people who get wound up by this sort of thing would do.
