Felt like a missed opportunity, felt quite Mad Max in a lot of places.
I remember that development took them longer (7 years) than compared to previous ID titles, and around three quarters of the way through the cycle they were acquired by Zenimax.
There was some DLC - some of it added a fair bit of stuff to the earlier bit of the game but it was a bit quirky to access without starting a new game all over again.

As far as I know, finding mods for it are unlikely due to the depth of design.
IIRC he was a bit burned out on PC FPS development by that point and was spending a lot of time on other challenges i.e. VR.
Not a game it is easy to re-texture, you can't just replace a single texture file like other engines - in theory no surface is exactly the same as any other.
