What are the rules for taking photo on a public path?

You get 50 perv points for taking a picture of a naked snowdrop and it's a shame that you didn't take a few pictures of him. Next time assert your rights.
 
What are the actual laws with regards to children?

I remember last winter I went up the suspension bridge to take some shots of it in the snow and there were two kids (4-8 years old at guess) playing in the snow and building snowmen etc. It was a really nice Christmasy shot so I snapped away. I wasn't coy about it at all (only had a 50mm) and was smiling with them. The horrible thing is the eldest kid asked me if I was a pervert and I just wanted to insert the "I do not want to live on this planet anymore" image.

Bearing in mind I was 23 at the time and they couldn't have been wearing more clothes had they tried it wasn't as if I was a 50 year old weirdo at the beach with a 500mm.
 
There aren't any laws in respect of photographing children in a public place that specifically prohibit it.

That said morally and perhaps from a public order point of view it could cause antagonism to their parents and possibly end up with a fight. It could constitute conduct likely to cause a breach of the peace at its most basic level.

Personally I would not photograph a child anywhere without the specific knowledge and permission of their parent.

That said in all the years I've been a Police Officer, I've discovered that children are often at more risk from their parents/siblings/relatives/close family friends than random strangers on the street - but that said any odd behaviour towards a child is quite rightly viewed with suspicion by the general public.
