What card to max these games ?

Must run cool as I have a Micro case

To play all the Total war games maxed out at 1920x1200 the latest game is METW2

Then you are limited, though internal configurations from one case to the next vary, perhaps you should physically measure the available gap ... I could say a 6990 would easily max out that res and those games.

but again, we dont know the OPs full system, the CPU could bottleneck the GPU or the PSU might not be enough.

While METW2 is not as demanding, if you are gonna play Shogun 2 as well you would need even stronger faster hardwares.

Shogun 2 is heavily optimised toward AMD cards, so I would say you'd have to consider AMD cards over Nvidia. You'd need either a pair of 6950 in crossfire or a 6990...but I wouldn't consider the 6990 until manufacturer start putting custom coolers on it, cause the reference cooler sucks big time.

Graphic card asides, you need to have a fast CPU as well...ideally no less than the 1st gen i5/i7 overclocked or SandyBridge i5 overclocked.

For Total War series before Shogun 2, the chances are the CPU would be a greater limiting factor if you already got a half-decent card.

if the case is a micro atx case, you may possible need crossfire as micro atx cases are small.
Depending on length a 5850. If thats to long, a 5770 crossfire would be your best option. AMD/ATI cards are fairly long.
a 5850 or 5770 crossfire wont produce an epic amount of heat but as long as you have 1 intake and 1 exhaust you'll be fine!
