I am prepared to take the flame for this but 2 x 7990s is not going to give you a massive amount of extra performance over 2 x GTX 780s or 2 x Titans in SLI. Mainly due to rubbish scaling so you get rapidly diminishing returns. I know you already have a 7990 but just saying. In a similar way I wouldn't put 2 GTX 690s in quad sli except for benching.
So I'd go with a 4770k and 2 x 780s unless you need 6 cores for other reasons.

Than 2 x 780s? Not really. About the same. In fact reference 780s can be had for quite a bit less than £500 so they would be cheaper than 7990s at present. The 2 vs 1 GPU and value for money argument is separate.
