What does this Bios Code mean?

Hello, i have a intel system which is powering up but is not displaying anything on the monitor. I have purchased a PCI Analyzer and it is giving me the following bios code number. This number stays on the card:

38 = Initiilzing the bus input. IPL, General Devices next , If Pre-sent

Can somebody please tell me in laymen terms what this means and if they can identify what the problem could be with my system.

Its a intel DQ67OW

Have you checked RAM is good and seated correctly as well as other devices?

Have you reset the BIOS to either by shorting jumper or removing battery?

When was it last working and what have you done to cause it from not working?
