What Ensign is this?

Does anybody know what Ensign this boat is?

it has been on the river clyde at Largs a few times now and I'm interested to find out what it is.

Glasgow registered Equinox in the Largs Channel 11 April 2008. Does anyone recognise the ensign?
 
It's a government type organisation if it's a blue ensign but after a swift google I haven't found which organisation uses the emblem on that particular flag. The place to ask is at www.clydesite.co.uk but I let my subscription lapse a couple of years back.
 
the emblem is blurred...and it does look like a crown rather than the cadets emblem
 
to be honest it looks more like a working boat than a pleasure boat or a racing boat..its of the same design as a lot of pilot cutters

yeah at first glance it was mistaken for a pilot cutter.
 
I managed to get a better look at the Ensign it does not appear to be the same as the one for the Ryoal Ocean Racing Club

Please see below. It is annoying me now that I can't find out what it is. If any one has better ideas please help out.

contact the admiralty! they are bound to have a directory of blue ensigns..give some poor rating something to do
