You know how PAL Wii's only play PAL Wii games.
Does the PAL Wii play Gamecube NTSC games?
Just asking because if possible, You should try and get the NTSC Resident Evil 4, As it's uncut. The PAL one was cut.

Yes it keeps the restriction for GC too.
1up used the Action Replay Freeloader disc to play a japanese GC game on an american Wii.... Whether it works over here I don't know (dont have a freeloader or any american games).

Although I am comparing NTSC Resident evil 4 for the GC and PAL Resident Evil 4 for the PS2. That could be something to do with it.

i picked the PS2 version up for a tenner, I should've played it some more since I love fighting games but I couldn't find a character I liked
