What is better and why?

Basically exactly the same price :s

1. 32GB (4X8GB) PC12800 DDR3/1600mhz Dual Channel Memory (Corsair Vengeance w/Heat Spreader)

2. 16GB (4X4GB) PC16000 DDR3/1800mhz Dual Channel Memory (Corsair Dominator GT with Heat Spreader)
 
The first choice has double the capacity
The second has a faster stock speed

What classes as the 'best'? Only you can answer this question really. Do you want more RAM or do you want RAM that is faster out of the box?

Do you need 32gb of RAM??? That is a hell of a lot of capacity. You don't say what the rest of your system is and what you use it for. But if this was me I would go for the faster stuff. The motherboard chipset is particularly important here as 1155 socket Chipsets before Z77 don't always play nice with 4 dimms installed.
