Hmm hard to see what you mean really, if you thinking about the contrast change then turn off dynamic contrast (or whatever your monitor calls it) as its useless and i've never really understood why its a feature at all

It's all the lines/waves going down the screen

Check your Monitor cable, swap it out with another or try another output

Usually things like that are caused by interference, poor contacts on a component or a damaged cable

Im debating just getting another monitor but I didn't want to buy a 1080p or 60hz

Are you running at the monitors native resolution/refresh rate? if so does lowering resolution help? it could be cable if so.

I'm going to check the cable. Theres also a wireless PCI card right above the GFX card/input so I'll put that below the card a slot or two and see if that changes anything.

Monitor doesn't have a DVI input? Shouldn't really get interference with that since it's digital.

Sorry for the delay I'm back now.

Odd thing is, no lines at all using inbuilt GPU

So it's either, the GFX card (would it really be that) or a bad VGA>DVI adapter (Would it really be that?

which cost £1.50 online...

Monitor is an ASUS VH222D

Only input seems to be D-sub (VGA) so a DVI cable won't help.

Maybe do upgrade the monitor then

DVI adapter is for the monitor to my 280X.

I'm really hoping it's not my GFX card
