What is Starcraft and why is it always mentioned?

SO basicaly if you want to make bucket loads of cash take starcraft and just update the gfx?
Purely the gfx/ress keep everything else identical ?
Which is exactly what they've done with Starcraft 2 by the looks of things

Pretty much. They've introduced a few more units but a lot of the core gameplay mechanics are pretty much the same.
To be fair, if they changed it very much there would be a massive outcry
