What is the best ram for a 9800x3d.

The 9800X3D is less memory sensitive than other CPUs, just like the 7800X3D was, so anything better than 6000 CL36 is fine, unless you're playing low resolution competitive shooters or something like that.

6200-6400 is also doable, but not guaranteed, anything higher you need extremely fast memory to compensate which isn't really worth it.

that's a brand and you've not said which model of RAM within that brand you're looking at so impossible to say.

Read the threat I created for this very use case first tho.

Lexar 6000 cl28 is the sweet spot
Based on what factors?

6000 CL28 might be slightly faster than 6000CL30 but I'm going to go out on a limb here and suggest that Buildzoid's reccomendation of 6000CL30 might be the most readily available, very fairly priced and most likely to work with people's systems and since Buildzoid has incredible insights into the world of RAM, motherboards and CPUs as well as overclocking all of those components, he just might be the source I'm going to rely on.
 
As a few others have said, 6000MHz/CL30 is supposedly the sweet spot. I'm just about to build a 9800X3D system myself, and my own research concurs.
